RSO – Regional Warning System (RSO) is a free mobile application that was created in collaboration with the Ministry of Internal Affairs and Administration and Telewizja Polska S.A. This application is part of a broader service aimed at informing the public about threats in Poland through various channels of information dissemination: voivodeship websites, information tickers, teletext on TV sets receiving DVB terrestrial signals, and the hybrid internet television platform HbbTV.

Through RSO, Voivodeship Crisis Management Centers (VCMCs) report various types of threats to users of the mobile application. Depending on their importance, these are categorized as:

• Notifications – providing informational content,
• Warnings – signaling potential threats, significant local issues, and also covering warnings issued by IMGW. Such content will appear on information tickers of TV receivers receiving DVB signals on regional TVP channels.
• Alarm notifications – indicating a level of threat that requires reaching a larger group of residents; therefore, at the regional level, VCMCs disseminate information via PUSH notifications and on information tickers of TV receivers receiving DVB signals on TVP channels.

The following types of messages are available within RSO:

2. Meteorological
3. Hydrological
4. Road-related
5. Water conditions-related

As the application and information policy develop, new categories may emerge. Users have the option to choose the type of message they wish to receive and from which region: one, several voivodeships, or the entire country. The application also features geolocation settings that can be activated and customized by the user. With geolocation enabled, users receive alarm notifications and messages relevant to their location.

RSO users can access a rich library of crisis management guides or guidelines for facing threats. These guides are formulated in a simple and easy-to-understand manner, continuously updated, and made available to users without the need for app updates. Therefore, RSO also serves an important function in educating the public about recommended behaviors during crisis situations.
